and thank you so much for finding time to speak to us.
Hi, thank you for having me.
Alisa, the last few days I've seen a dramatic rise in violence
in Nagorno-Karabakh, the ethnic Armenian enclave
nestled within Azerbaijan.
In short, how significant have the last few days been
from the perspective of the conflict?
Nagorno-Karabakh is internationally recognized
as Azerbaijani territory, but part of it has been run
by its own governing institutions
with their associated security forces,
basically since the war that ended in the early 90s.
This has been a sort of sub-tension for a really long time.
There was a war in 2020 that redrew the map,
where Azerbaijan took back huge swaths of territory,
but its goal has been for a very long time
to reintegrate, or integrate Nagorno-Karabakh
as part of its territory.
So this is what we're seeing in the last days,
I mean that by force,
Azerbaijan is trying to achieve its goals.
You're mentioning the last major escalation
that happened three years ago in 2020.
We know that the problems in the region go back
at least last 30 years,
probably more than that already
during the Soviet times, there were tensions.

what prompted the then frozen conflict to come alive?
So as you say, it's really been decades building up.
Azerbaijan was left in the war in the 1990s
and in the peace process that followed.
Azerbaijan was trying to regain control
of seven adjacent territories to Nagorno-Karabakh,
which it lost control of,
and its grievances over the years,
alongside a military buildup by both sides,
it felt were not being addressed in the OSCE peace process
and why at that particular moment in 2020 did things erupt,
there was probably also a shift in the regional dynamics.
Azerbaijan felt empowered perhaps by support from Turkey,
perhaps by a less of a fear that Russia would intervene
and take Armenian side in the conflict.
And so there were, there have always been tensions and clashes
and it just flared up in the six-week war
that led to thousands of people killed.
And as for now, is there an understanding
what made the tensions flare out again now
at this latest wave of violence?
We know that the Azerbaijan military launched a big offensive.
They said that it's against separatist terrorists.
Do we know what prompted it?
Why did it happen just now?
So that's a very good question.
Since 2020, there's been peace talks
between Azerbaijan and Armenia facilitated
in three separate tracks by the European Union,
by Washington and by Moscow.
Those advanced quite far on a number of issues.
You know, they're talking about transports,
they're talking about border delimitation,
they're talking about all sorts of things.
But the biggest, most painful issue
stopping those talks from moving forward
was the fate of ethnic Armenian residents in Nagorno-Karabá.
Azerbaijan doesn't feel that it's an issue
that should be part of peace talks with Armenia,
that it's an internal matter, that this is its territory
and that the people who live there are their residents
or their citizens.
And Armenia and the de facto authorities in Nagorno-Karabá
have fears that after 30 years of conflict
they need special security guarantees,
they need a sense, you know, the trust is,
there's no trust there.
So that has been a big point of tension
and Armenian forces who had been in Nagorno-Karabá
before the ceasefire that was worked by Russia
and ended the 2020 conflicts, which drew
and Russian peacekeepers were deployed there.
Now in the last nine months since December
there has been an effective blockade of Nagorno-Karabá.
Residents, there's one single road that leads to the enclave.
It has been blocked by activists.
Then Azerbaijan set up a checkpoint there
and medical supplies, humanitarian aid,
food has been getting through.
Residents said that there was no bread in the last days
and that they've been walking everywhere
because there was no fuel.
So the pressure has been really, really high
and international mediators have been trying to facilitate
talks between Armenia and Azerbaijan
against the backdrop of this worsening humanitarian situation
over months and months and months in Nagorno-Karabá.
In the last month Armenia and de facto authorities
in Nagorno-Karabá said they saw a buildup
of Azerbaijani troops and movements.
There's an EU monitoring mission on the Armenian side of the border
which also warned that it saw a buildup of troops
along the international border between Armenia and Azerbaijan
and there's been fears that there would be some kind of military action
but in diplomacy with EU and US officials
Azerbaijan has continually said that it was not going to act and use force.
It's continuously reassured foreign diplomats
and you even saw in a statement by the German foreign ministry
a sort of an anger about this
and a disappointment expressed where in their statement
they said that Azerbaijan broke its promise not to use force.
So it's really a matter of probably Azerbaijan feeling
that they were not going to achieve or feeling a frustration
of the pace of talks
and that they were not going to achieve what they wanted.
So now with this current situation
the big question going forward
I mean it's been relatively contained
there are 120,000 about residents living
I think Armenian residents living in Nagorno-Karabá
and the big question is their fate going forward
how is Azerbaijan going to manage the situation
they've lived through already this difficult period
in the last nine months
there's been rumors of filtration camps
there's been rumors that Azerbaijan might try
to hold men to account for their role fighting
not only in the 2020 war
but in the conflict in the 1990s as well
so the tensions are really high
and it's really important how Azerbaijan manages that situation
and it will reflect then on separate peace talks
and whether they can continue between Azerbaijan and Armenia.
I will go back a few days

Sure, so when Azerbaijan launched this offensive
it said there was a de facto authorities in Nagorno-Karabá
appealed within the hours for a ceasefire
and we saw statements from the Azerbaijani side
that basically said they would keep fighting
until they achieved their goals
until they saw a white flag of surrender
in quotes in one of the statements
and by that what they wanted
and what they have said that they wanted for quite a long time now
was no less than the dismantling of the governing institutions
that have been in place since the 1990s
it's existed as a separate entity
and disbanding of any security forces in the region
and the beginning of talks on Nagorno-Karabá
integrated into Azerbaijan as part of its territory.
And so a de facto happened
a total surrender to Azerbaijani forces
by the ethnic Armenian forces in Nagorno-Karabá
So it's been called a ceasefire
I think it's fair to say
that it's more of a surrender
